OIM Periodic Competency Enhancement Program (OPCEP)

The OIM Periodic Competency Enhancement Program (OPCEP) is designed to maintain and enhance the competency of Offshore Installation Managers (OIMs) through periodic assessments and best practice sharing. This program ensures OIMs remain up-to-date with industry best practices, regulatory requirements, and emergency response procedures.

Program Objectives

The objectives of the OPCEP are to:

  • Assure the sustained competency level and practices of OIMs.
  • Capture and share best practices among OIMs.
  • Identify competency gaps and areas for improvement.
  • Provide coaching and guidance to OIMs in discharging their duties.
  • Gauge the effectiveness of the Professional Competency Certification Program (e.g., BTEC).

Assessment Process

  • The OPCEP involves post-BTEC certification assessments conducted by external assessors (third party) at the OIMs’ platform locations.
  • The assessment process reviews and verifies:
    • Competence levels
    • Behaviors
    • Site practices
  • Methods used for assessment include:
    • Site visits and observation
    • Records verification
    • Interviews

Areas of Focus

The program focuses on two key elements to assess OIM competency:

HSE (Health, Safety, and Environment)

Including managing emergency responses, HSE management, and process safety management.

Non-Regular Activities (e.g., Simultaneous Operations)

This assesses the OIM’s ability to manage complex operations that occur less frequently.

Methodology

  • HSE:
    • Manage Emergency Responses: Utilizing ongoing MME programs, records verification, and interviews.
    • Manage HSE: Through site visits, observations, records verification, and interviews.
    • Manage Process Safety: Through site visits, observations, records verification, and interviews.
  • Non-Regular Activities:
    • Manage Simultaneous Operations: Through site visits, records verification, and interviews.
  • Review findings and gap closure plans are discussed and agreed upon at the end of each site visit.

Duration

4 days/3 nights.

Frequency

Every 2-3 years.

Assessment and Certification

The training includes a minimum of two emergency scenario simulations per delegate, with each delegate role-playing as the On-Scene Commander (OSC) in at least two scenarios. Successful completion of the training and assessments leads to a recognized certification
